With a broad educational background, Dr. Chugh obtained his Undergraduate Degree from UCLA. He then went on to earn his Medical Degree from Case Western Reserve University School of Medicine, after which he completed his neurosurgical residency at University Hospitals Cleveland Medical Center. He has published 20 peer reviewed publications, over 20 podium/poster presentations, and 1 book chapter.

Furthering his training, Dr. Chugh completed a fellowship in endovascular neurosurgery and cerebrovascular/skull base surgery at the said establishment. Dr. Chugh is a member of the  American Association of Neurological Surgeons (AANS) and Congress of Neurological Surgeons (CNS), and Society of Neurointerventional Surgery (SNIS).

His areas of expertise include aneurysms, vascular malformations, strokes, carotid stenosis, brain tumors, skull base tumors, trigeminal neuralgia, spinal oncology, and spinal degenerative disease.
